Appellants Bacheler and Cipparone were convicted of two counts (counts 1 and 2) of violating the Racketeering and Corrupt Organizations Act (RICO), 18 U.S.C. ?? 1962(c) and (d), by engaging in a pattern of racketeering activity (bribery) and conspiracy to so engage while they were employees of Philadelphia Traffic Court. Bacheler also was convicted of two counts (counts 3 and 4) of filing false tax returns for the years 1975 and 1976 in violation of 26 U.S.C. ? 7206(1).
